ST. PAUL, Minn. – Senate Democrats in Minnesota have introduced a bill that could legalize women going topless in public spaces. The proposed legislation, presented on Monday, seeks to remove criminal penalties for solely exposing breasts under state law. This move aims to redefine “indecent exposure” and clarify that the mere exposure of a human breast does not constitute lewd behavior. This initiative mirrors a similar change made by Minneapolis for its parks in 2020. The proposed bill aligns with the goals of the “Free the Nipple” campaign, which advocates for gender equality in public toplessness. If passed, Minnesota would join other states in reevaluating laws that treat men and women differently in this regard.
